Prior to the Panel MeetingWAB staff works to vet incoming applications and prepare them for review prior to the panel meeting. Only applications deemed fully eligible according to a grant program's guidelines are advanced to WAB panels for review.
Panelists will receive access to each application to be reviewed at the panel meeting in our grant application portal, SmartSimple. Panelists review all applications prior to the meeting to familiarize themselves with the proposed activities, budgets, background materials, and organizations. As panelists review each application within SmartSimple, they are asked to record comments and questions on the electronic Panelist Scoring and Comment Sheet (this is the initial review). Panelists may modify these comments during discussion at the meeting. Panelists should not, however, assign a numerical score to the application until after review of work samples and panel discussion.
Each panelist will be assigned to present a limited number of applications to the entire panel. The presentation assignments will be sent to each panelist along with the applications. Panelist presentations of each application should include a review of the budget information and supporting documents as well as an evaluation of how the proposal narrative addresses the criteria of review.
Several weeks before the panel meeting, panelists will receive an email including:
The panel meeting logistics and agenda
Instructions for accessing and review materials in SmartSimple
The grant program's guidelines
Panelists will also have to view or take part in an online training session. Sessions usually last up to one hour and are either a live meeting with WAB staff or a pre-recorded training panelists can access and view on their own. The session will include a review of topics regarding panel materials, anti-bias awareness, conflicts of interest, SmartSimple navigation, and grant program-specific processes.
Restrictions on Artificial Intelligence (AI) Usage
Panelists may not share application materials in any way, distribute them in any way, or upload application materials into AI models/tools during or after the review process.
During the Panel MeetingMeetings are usually facilitated by a WAB Board Member (who are appointed to the Board by the Governor). Meetings begin with the introduction of advisory panelists and WAB staff.
All applications are reviewed in a professional and objective manner, with the goal of obtaining a critical assessment of each application with respect to the entire pool of applications, and whenever possible, constructive feedback for each applicant. Staff may provide technical information regarding the application but is prohibited from expressing views regarding the application’s artistic merit.
Post Panel Review Panel Meeting Evaluation Form - Fill out onlineFollowing application review, panelists will be asked to discuss the grantmaking process they have just completed. Panelists’ advice is sought on every aspect of the application and review process, from program goals and eligibility requirements, to application forms, to the scoring process.
Policy discussion is separated from application review to ensure fair and equitable review of applications based on existing criteria and policy. Panelists’ comments will be integrated into the agency’s overall planning process and may or may not result in program changes.
At the next WAB Board Meeting following the panel review, panel recommendations are presented to the Board. The Board reviews those recommendations and makes its funding decisions. Applicants who are not funded are invited to contact program staff to review the grant process and to obtain assistance in preparing future grant applications.
